Why didnt god start fresh with his creations?

If god has unlimited power and is himself perfect, why couldn't he find a way to create the perfect people. If adam and eve disobeyed god, then in implies that they had some initial imperfection, such as an imperfect mind and soul -even with free will, because they would have chosen to obey god and never sin if they where perfect/good. If god created their soul and wired their brain, how does free will alone exempt god from any responsibility for his creations short comings. they very fact that he would test them shows he was testing how "good" they where. If they had been made more perfect, would they have chose goodness and obedience instead? If the originals where flawed, why destroy them and start new, why continue them on to suffer forever for their mistakes.
